Repairing shelters for internally displaced persons in Ukraine

The needs of Ukrainians in light of the coming winter are diverse and growing. The war in Ukraine has left people in a vulnerable situation, which is exacerbated by the upcoming winter. According to OCHA, 17.6 million people need humanitarian aid in Ukraine, and there are more than 5.1 million internally displaced persons (IDP). 2-3 million of them seek refuge in areas close to the front. In the upcoming winter, many IDPs are in a situation where they are forced to choose between heating and food. In addition, they have to deal with possible power outages, which directly affect the operation of solid fuel equipment.

According to the Winter Response Plan by OCHA, 8,3 million people need aid to survive this winter, as they either lack accommodation or the accommodation they have has poor insulation, or lacks heating or electricity. According to the data from August 2023 only 34,5% of needs can be covered.

With this project, we will support the IDPs and people affected by the war to prepare for the upcoming winter. The project foresees repairs of two accommodation centres located in Zaporizhzhia and Kharkiv. Additionally, heating devices, solid fuel and generators will be purchased to sustain electricity and heat supply in eight IDP shelters in Dnipropetrovsk and Donetsk oblasts. The project has been designed in line with OCHA recommendations and will focus both on insulation works as well as ensuring the stable functioning of heating systems, as a warm and safe place of residence is a prerequisite for sustaining the livelihoods of those who had to flee their homes as well as ensuring societal resilience at large.
